SENATOR J. WILLIAM FULBRIGHT
With the conviction that people exchanges are the most effective means to promote world peace, Senator J. William Fulbright presented a bill before the U.S. Congress to create an educational exchange program in September 1945 and the Fulbright Program was established in August 1946.
